33 <br />An estimate of average annual flood damages, as of 1975, will <br />be made. For both series "C" and "E" population -based future conditions, <br />the following information will also be developed. <br />o An estimate of future damages, assuming no increase <br />in the current (1975) level of flood plain regulation (i. e. , <br />no adjustment or flood modifications beyond those in <br />effect and those to be provided by authorized and funded <br />projects) <br />o An estimate of future damages, assuming effective <br />implementation for the following levels of flood plain <br />regulations with no increase in other measures <br />Current (1975) flood plain regulations trend projected <br />All flood plains regulated <br />Aquatic habitat (including water quality): The analysis of the adequacy <br />of the aquatic habitat within each geographic unit will consider the com- <br />petitive and complementary nature of those uses which contribute to <br />improvement or deterioration of the biological,, nutritive and chemical <br />composition of the water. This also includes the competitiveness of <br />those uses which require a higher quality habitat versus those which either <br />require a lower quality habitat or contribute to the deterioration of the <br />habitat. <br />The current (1975) in- stream water quality conditions will be <br />described for each geographic unit by categorizing the stream segments <br />within the unit according to the following water quality criteria: <br />Class A: Water contact recreation and other uses. A surface raw <br />water source intended for uses where the human body may come in direct <br />contact with the raw water to the point of complete body submergence. <br />The raw water may be ingested accidentally and certain sensitive body <br />organs, such as eyes, ears, nose and so forth, may be exposed to the <br />water. Although the water may be ingested accidentally, it is not intended <br />to be used as a potable supply unless acceptable treatment is applied. Water <br />may be used for swimming, water skiing, skin diving, other similar activities <br />or as a raw water source for public water supply, support and propagation <br />of fish and wildlife, agricultural, industrial and navigational uses. <br />
