24 <br />Step 02A -- Nationwide Adequacy Analysis <br />The nationwide analysis will be made by Federal agencies for <br />prespecifi ed geographic units, using nationally consistent assumptions <br />about future conditions, and for ranges of assumptions about priorities <br />for the rights of use cf available supplies, both within and among the <br />assessment's geographic units. <br />The analysis will be made in terms that describe, both numeri- <br />cally and narratively, the magnitude and impact of deficiencies in the <br />following major properties of water: <br />o Volume <br />o Surface area, depth, and cross - section <br />o Flow characteristics <br />o Aquatic habitat, including water quality <br />The nationwide analysis will be accomplished in three components. <br />o Component one deals primarily with the <br />volume property of water. It develops <br />numerical estimates of current (1975) and <br />future - condition withdrawal requirements, <br />consumptive requirements, exports, and <br />downstream release requirements; compares <br />these estimates with 1975 supplies; and <br />includes supporting narrative descriptions of <br />both the requirements and the supplies. <br />o Component two deals with the other prop- <br />erties of water, mostly by narrative des- <br />criptions and subjective evaluations of <br />deficiencies based upon previous planning <br />studies. The studies will be detailed, but <br />perhaps spatially restricted. Supporting <br />numerical information will be developed <br />to the extent practicable. <br />o Component three involves description of the <br />relative effectiveness of selected methods for <br />augmenting the utility of water supplies and <br />changing the patterns of water use. <br />
