24
Step 02A -- Nationwide Adequacy Analysis
The nationwide analysis will be made by Federal agencies for
prespecifi ed geographic units, using nationally consistent assumptions
about future conditions, and for ranges of assumptions about priorities
for the rights of use cf available supplies, both within and among the
assessment's geographic units.
The analysis will be made in terms that describe, both numeri-
cally and narratively, the magnitude and impact of deficiencies in the
following major properties of water:
o Volume
o Surface area, depth, and cross - section
o Flow characteristics
o Aquatic habitat, including water quality
The nationwide analysis will be accomplished in three components.
o Component one deals primarily with the
volume property of water. It develops
numerical estimates of current (1975) and
future - condition withdrawal requirements,
consumptive requirements, exports, and
downstream release requirements; compares
these estimates with 1975 supplies; and
includes supporting narrative descriptions of
both the requirements and the supplies.
o Component two deals with the other prop-
erties of water, mostly by narrative des-
criptions and subjective evaluations of
deficiencies based upon previous planning
studies. The studies will be detailed, but
perhaps spatially restricted. Supporting
numerical information will be developed
to the extent practicable.
o Component three involves description of the
relative effectiveness of selected methods for
augmenting the utility of water supplies and
changing the patterns of water use.
