17 <br />"(5) it is the national policy that areawide waste <br />treatment management planning processes be devel- <br />oped and implemented to assure adequate control of <br />sources of pollutants in each State; and <br />"(6) it is the national policy that a major research <br />and demonstration effort be made to develop technology <br />necessary to eliminate the discharge of pollutants into <br />the navigable waters, waters of the contiguous zone, <br />and the oceans. " <br />Other Future Conditions <br />Future conditions, which concern the 1975 Assessment, may <br />differ greatly in some aspects from the trends assumed in the baseline <br />projections. Because of its limited resources, the assessment will <br />analyze only those Other Future Conditions described below. <br />Water Quality - -The assessment will describe, to the extent possible, <br />current (1975) water quality problems and the impact that not meeting <br />the 1985 goals would have on in-stream uses, withdrawal uses, and <br />related land uses. <br />Agriculture- -The use of both series "C" and series "E" population <br />based projections will provide two levels of domestic requirements for <br />food and fiber. One estimated level of export demands for agricultural <br />products will be used in both sets of projections. At least one alterna- <br />tive level of future export demand will be developed. Estimates of <br />future changes in management and technology associated with agricultural <br />water use also will be developed. The impact of alternative assumptions <br />regarding (1) exports, (2) management, and (3) technology, in terms_ of <br />requirements for land and water and economic impact, will be evaluated <br />using sensitivity analysis techniques. <br />Water Use Efficiency- - Alternative future - condition water use efficiencies <br />will be specified.
