16 <br />The baseline assumptions about water use efficiencies (withdrawal <br />consumption and in- stream use) will reflect major departures from those <br />experienced in the past. How the efficiences change will be determined <br />by considering the OBERS assumptions, expected increases in efficiences <br />caused by increasing requirements for limited water availabilities and <br />increased concerns for improving the quality of the water supply. <br />From a water quality point of view, the 1975 Assessment will <br />describe, to the extent possible, current (1975) water quality problems. <br />For future time periods, the assessment will assume that the national <br />goals and policies for water pollution control, as stated in the Water <br />Pollution Control Act Amendments of 1972 (Title I, section 101 (a)), will <br />be met and adhered to. The economic, social, and environmental impact of <br />implementing these goals will be described. <br />The applicable goals and policies are set forth in section 101(a) <br />of the.A.ct, quoted as follows: <br />"Declaration of Goals and Policy" <br />"SEC. 101. (a) The objective of this Act is to <br />restore and maintain the chemical, physical, <br />and biological integrity of the Nation's waters. <br />In order to achieve this objective it is hereby <br />declared that, consistent with the provisions <br />of this Act,- <br />"(1) it is the national goal that the discharge of <br />pollutants into the navigable waters be eliminated by <br />198 5; <br />"(2) it is the national goal that wherever attain- <br />able, an interim goal of water quality which provides for <br />the protection and propagation of fish, shellfish, and <br />wildlife and provides for recreation in and on the water <br />be achieved by July 1, 1983; <br />"(3) it is the national policy that the discharge <br />of toxic pollutants in toxic amounts be prohibited; <br />"(4) it is the national policy that Federal financial <br />assistance be provided to construct publicly owned <br />waste treatment works; <br />
