4 <br />Middle -Term Problems (1990 -2000) -- Those emerging <br />problems that are expected to become severe between <br />1990 and 2000, for which Level B, or Special Study <br />planning activities need to be initiated and, in most cases, <br />completed prior to 1990 -- problems that are expected to <br />require implementation decisions during the early 1990's <br />and /or problems that require data - collection, research, <br />or technology - implementation activities to be initiated or <br />modified prior to 1980 in order to provide an adequate <br />basis for planning in the Near- Term time period. <br />Far -Term Problems (2000 -2020) -- Those emerging <br />problems that are expected to become severe between <br />2000 and 2020 for which data - collection, research, or <br />technology - implementation activities need to be initiated <br />or modified prior to 1990 in order to provide an adequate <br />basis for planning in the Middle- Term time period. <br />3. Documenting significant opinions (national, regional, State, <br />and local) regarding both the severity of a given problem <br />and the urgency of needed problem resolution activities. <br />4. Providing supporting narrative and numerical information <br />to the degree practicable that describes why a problem is <br />both severe and of a given urgency. <br />5. Providing a user awareness plan to help insure that the <br />results of the 1975 Assessment are made available to all <br />individuals, organizations, and agencies who can use the <br />information. <br />Based upon the above, the Council will recommend: <br />o The extent of the national interest in helping to provide the <br />capability to resolve each "severe" problem or groups <br />thereof classified as shown in objective 2 above. <br />o The geographical areas where additional Level B plans <br />should be developed or updated, both between 1975 and <br />1980 and between 1980 and 1990. <br />o Those data - collection and information- development <br />program modifications that are necessary to provide <br />for implementing an improved continuing "solution <br />identification and rating" assessment process. <br />
