3 <br />OBJECTIVES OF THE 1975 ASSESSMENT <br />The primary purpose of the 1975 Assessment is to describe the <br />Nation's "severe" existing and emerging problems- These problems <br />will be described as a function of a range of future conditions regard- <br />ing water policies, population growth, economic growth, environ- <br />mental quality, and implementation of improved water use technologies. <br />It will consider the competition of the short- and long - range conserva- <br />tion, development, use, and management of the Nation's limited water <br />and related land resources. This will be done in a manner to be of <br />direct use to the Executive Branch, the Congress, and the States in <br />helping them to make better water - related implementation, planning, <br />research, and data - collection decisions. Specific objectives include <br />1. Identifying those existing and emerging water and related <br />land resource problems which are determined to be "severe, " <br />by describing (to the degree practicable) their location, <br />extent, and magnitude, including their water quality, <br />economic, environmental, and social implications. The <br />magnitude of the water supply problems will be described <br />in terms which include the effects of seasonal distribution <br />of demands and supplies and their probabilty of occurrence. <br />2. Describing the "urgency" for resolving those "severe" <br />problems identified above by classifying them as follows: <br />Immediate Problems (1975 -1980) -- Those problems <br />which are currently severe and upon which urgent action <br />is needed betvaeen 1975 and 1980 to complete currently <br />authorized and funded projects and programs, and /or <br />initiate funding of components of completed Level B, <br />Level C, and Special Study plans, both of which address <br />only those problems of a critical nature. <br />Near -Term Problems (1980 -1990) -- Those problems <br />that are expected to become severe prior to 1990 for <br />which Level B, Level C, or Special Study planning <br />activities need to be initiated and in most cases completed <br />prior to 1980 -- problems that are expected to require <br />implementation decisions during the early 1980's. <br />
