YAMPA DETAILED STUDY MOU <br /> February 22 , 1993 <br /> Page 7 <br /> Feasibility Study. The issues which the parties have <br /> identified to address are: <br /> A. The Board of the Colorado River Water Conservation <br /> District will determine the portion of the Juniper <br /> decree that will be necessary to meet the existing <br /> and future water needs in the Yampa River Basin. <br /> Information to support this determination will be <br /> included in the detailed study or derived from <br /> other documented sources. The River District Board <br /> will provide a preliminary indication of its plans <br /> concerning the Juniper Decree to the other <br /> signatories by July 1993 . The River District Board <br /> on January 19 , 1993 identified the following issues <br /> which it believes should be included in any <br /> discussion of the utilization of the Juniper <br /> decree: <br /> (1) The amount of the 1954 Juniper Decree <br /> converted to instream flow shall neither require <br /> nor result in a delivery of water at the state-line <br /> which exceeds Colorado' s requirements pursuant to <br /> the Colorado River Compacts. <br />
