•
SI AIEOF COLORADO
Mr. Irvin Johnson
8/9/2006
Page 2
use the inflatable bladder again. The outlet gate must be left fully open after the reservoir
is drained this summer. After the runoff has peaked next spring, the gate may be closed
(if the reservoir level is below the restriction)to store water to the restricted level.
• The current storage restriction is an interim measure only, intended to relieve some of the
load on the embankment until the dam can be rehabilitated. Should the planned work be
delayed for any reason, the restriction will be re-evaluated,and a new restricted level will
be set to maintain the long-term safety of the dam.
Bull Creek#5
• The over-steepened portions of the downstream slope continue to erode, and are in
danger of becoming unstable. As we have discussed before, your long-term plans should
include slope stabilization work at this dam to avoid a future storage restriction.
• The existing emergency spillway is not adequate to prevent this dam from failing due to
failure of the upstream dams(Bull Creek#1 and Bull Creek#2). As we have discussed,
enlargement of this spillway is the most practical way to avoid all the complications
associated with upgrading the hazard classifications of the upstream dams. I have set a
deadline of December 31,2007,for submittal of plans for an adequate spillway. If the
Bull Creek#5 spillway is not enlarged,Bull Creek dams#1 and#2 will be formally
evaluated and upgraded to the appropriate hazard classifications.
Please do not hesitate to call if you have any questions.
Sincerely,
Garrett Jackson,P.E.
Dam Safety Engineer
cc:
Mark Haynes,Dam Safety Branch Chief
Alan Martellero,Division Engineer
Tom Brigham,District 72 Water Commissioner
Connie Clementson,USFS District Ranger
Ron Luehring,USFS Regional Geotechnical Engineer
Helen Steuben
File
