Emergency Loan Application and Feasibility Study The Davidson Ditch and Reservoir Co <br />Page 3 of 4 <br />Project Background <br /> During the unprecedented flood of September 2013 in the tributaries to the South Platte River, a <br />significant number of diversion structures and dams along the river corridor were damaged. The <br />Project repair/rehabilitation proposed in this Feasibility Study received significant damage as a <br />result of the flood. <br /> <br />Describe: This section of the ditch carries almost all decreed water to the shareholders and <br />municipalities. Normal flows are on the order of 35 cfs. The ditch in this section runs along side <br />a steep hill just above Marshall Road. Widening of the highway over the years has made it more <br />difficult to work on and repair the ditch in this area, and underlying slanting sandstone slabs do <br />not provide a solid anchor for the soils of the ditch bank. <br /> <br />Water Rights <br /> The water rights impacted by this project include: (see attached “Davidson Decree.pdf”) <br /> <br />Project Description: <br /> Reinforcement and repair of ditch wall breach. We have retained the engineering services of <br />Merrick & Co <br /> <br />Alternative 1 – Do Nothing <br /> <br />: <br /> (This alternative is considered unacceptable since it would result in a criminal act..) Failure to <br />repair the breech will result in the loss of all irrigation water via the breech which will wash out <br />Marshall Road (State Highway 170) below Eldorado Springs. <br /> <br />Alternative 2 – Rebuilding Collaboratively with Improvements <br /> <br />: <br />This area of the ditch is weak. Reinforcing the breech as proposed in the bid should reduce the <br />chance that this section will fail in the future. (We have requested 4 bids, but have not received <br />all at the time of this application.) <br /> <br />Selected Alternative 3 – Ditch Lining <br /> <br />: <br />Repairing the breech and lining the entire section of the ditch on the side of the hill would <br />markedly lessen the chances of another breech and would decrease seepage losses. Cost would <br />be significantly higher than reinforcement/repair only. <br /> <br />Cost Estimate <br /> <br /> The Project cost estimate, provided by Estimate for engineering services and Bid for <br />construction, is $37,000.00 and is further broken down as follows: See attached “EZ Proposal <br />13-10-21.pdf” <br /> <br />The Davidson Ditch and Reservoir Company is applying for a loan not to exceed $37,000.00.
