Emergency Loan Application and Feasibility Study <br />BTPR Ditch Co. <br />Project Background <br />During the unprecedented flood of September 2013 in the tributaries to the South Platte River, a <br />significant number of diversion structures and dams along the river corridor were damaged. The <br />Project repair /rehabilitation proposed in this Feasibility Study received significant damage as a <br />result of the flood. <br />Due to the total loss of our diversion and crossing structures we will be unable to deliver any <br />water to the 25 shareholders who irrigate 3,040 acres of cropland to the East of Milliken until <br />these structures are replaced. <br />Water Rights <br />The water rights impacted by this project include: <br />Name <br />Water <br />Court Case <br />Appropriation <br />Date <br />Adjudication <br />Date <br />Amount <br />cfs or AF <br />Avg. We hope to improve the <br />system by increasing the capacity with the new structure. <br />Alternative 1 - Failure to rebuild the lost structures will result in the abandonment of our water <br />rights and certainly cause financial rain to the 25 shareholders in the ditch company with the loss <br />of over 3,000 acres of crop production. <br />Alternative 2 Rebuilding Collaboratively with Improvements. The Big Thompson and Platte <br />River Ditch Co. operates collaboratively with the Bee Line Ditch in carrying Bee Line water to <br />many of the farms that also share in those water rights. Failing to rebuild the Big Thompson and <br />Platte River Ditch will also cause abandonment of the water rights in the Bee Line and cause <br />additional financial disaster to those farmers under the service of both ditches. <br />Selected Alternative 3 - Our newly completed By -Pass structure sustained considerable erosion <br />damage and possible settling and needs to be stabilized. This structure was needed by the river <br />commissioner to accurately determine By -Pass flows for the administration of the river. Our <br />crossing over the Little Thompson River, which has been totally destroyed, was a bottleneck in a <br />time of free river. New construction should eliminate this stricture in our ditch system to allow <br />
