Emergency Loan Application and Feasibility Study Highland Ditch Company <br />Project Background <br />During the unprecedented flood of September 2013, Major Disaster Flood DR -4145, in the <br />tributaries to the South Platte River, a significant number of diversion structures and dams along <br />the river corridor were damaged. The Project repair /rehabilitation proposed in this Feasibility <br />Study received significant damage as a result of the flood. <br />The Main Diversion, off the St. Vrain was old but in very good and working condition, before the <br />flood. The September 2013 Major Flood Disaster destroyed Highland's Main Diversion, <br />automatic headgate, SCADA system, house, nine acres of property and the inlet and outlet of the <br />Foothills Reservoir. Along with the flood Highland suffered miles of silt & debris. <br />During water delivery season, and on a daily base, Highland can divert up to 350 cfs. <br />Highland Ditch Company is a Mutual Ditch & Reservoir Company and serves approximately <br />35,000.00 acres all of which is Agricultural Irrigated lands in Boulder, Larimer and Weld <br />Counties. Highland's Main Diversion is off the St. Vrain River near the Town of Lyons and <br />approximately eight miles above the City of Longmont Highland's Diversion Headgate is located <br />in the Northwest' /4 of Section 20, Township 3 North, and Range 70 West of the 6th P.M. The <br />diversion works consists of a concrete dam extending across the river in the Town of Lyons, near <br />the mouth of St. Vrain Canyon, to direct water into the ditch. The Highland Ditch is a significant <br />Agricultural Irrigation Ditch & Reservoir Company providing direct flow water, storage water <br />and Colorado Big Thompson project water through its diversion.
