P ROJECT S ERVICE A REA <br />The Project, as discussed in Section I, is limited to the Lake’s outlet structure, thus the extent of <br />the project is fairly limited in nature and in terms of construction will only impact a very limited <br />area immediately adjacent to the dam itself. In terms of total beneficially impacted service area, <br />that would include all of the water right holders within Clear Creek and into the South Platte <br />River. <br />In terms of the overall service area, the need to execute upon the Project, i.e., to operate <br />Georgetown Lake in accordance with the priority system, and to be able to release a total flow <br />of 500 c.f.s. when the Lake is full, will be beneficial to downstream senior water rights. The <br />Lake has not previously been administered, with the result that lake evaporation has deprived <br />downstream senior water rights of water to which they were entitled.
