Institutional Factors <br />Prior to dam and reservoir construction in 2011, Pitkin County is requiring that the <br />District provide: <br />• a description of maintenance activities, <br />• an Erosion Control and Sedimentation plan, <br />• a Construction Management plan, and <br />• a directive from the CDOWR stating the dam maintenance activities required to <br />properly maintain the facility. <br />The District has received a"letter of concurrence" from the Army Corps of Engineers <br />(ACOE) agreeing with the District's interpretation that because this is an off-channel <br />reservoir, an individual 404 Permit is not required. A copy of the letter is included in <br />Appendix F. <br />Social and Physical Impacts <br />The project will have no significant adverse social impacts, as its primary purpose is to <br />improve reliability for the existing raw water supply. <br />The project will have only minor physical impacts as the new dam is an earthen <br />embankment and will be constructed of mostly native materials on the site of the historic <br />dam. The enlarged reservoir will have a surface area of about 16 acres at the normal <br />high water line, and approximately 1.2 acres of new wetlands will be constructed around <br />the reservoir rim. The final embankment will be seeded with native grasses to blend with <br />the surrounding hillsides as much as possible. <br />Implementation Program <br />Final design drawings were completed by W. W. Wheeler and Associates, Inc. and URS <br />Corporation and were submitted to the Colorado SEO for review. The SEO anticipates <br />completing this review by March of 2011. Construction is expected to begin by June of <br />2011 and be completed by November of 2011. <br />�,a u�. W Ulheeler nnd puvciates, Inc.
