SECTION IV <br />PROJECT ALTERNATIVES <br />Alternative Descriptions and Conceptual Designs <br />In 2008 the Snowmass Water and Sanitation District purchased Ziegler Reservoir with <br />the intention of enlarging the reservoir and connecting the reservoir to the existing <br />Ziegler Reservoir Water Management System through the pump house on the right <br />abutment. <br />Several alternatives were considered. <br />• A/ternative 1- No /mmediate Action — De/ay construction of the reservoir. <br />This alternative was rejected. The District requires raw water storage to provide <br />a stable water supply. In the event of contamination of the raw water supply <br />(spring runoff or other contaminate source), loss of the raw water supply (such <br />as drought), or loss of delivery facilities (such as mudslide damaging raw water <br />diversion or delivery systems) the District does not have sufficient reserve supply <br />to provide water to users for any extended period of loss. <br />• A/ternative 2— Construct a reservoir on an a/ternate site. <br />This alternative was rejected. Due to the topography and location of the District <br />there are effectively no other suitable sites to locate a reservoir. The District's <br />Sam's Knob Reservoir Site was studied on Snowmass Creek as on-stream <br />storage of a conditional water right for 565 acre-feet. Public opposition and <br />significant construction and pumping costs made the possibility of developing <br />even a portion of the water right at this site extremely low. <br />• A/ternative 3— Construct the enlarged Zieg/er Reservoir. <br />This alternative was selected as this was the intended goal of developing the <br />Ziegler Reservoir Water Management System. The enlarged reservoir, which <br />meets the needs of the District, can be successfully developed at this location, <br />and there are almost no other sites available within the District. The District was <br />successful in purchasing the reservoir and obtaining easements with the <br />surrounding land owners for expansion of the reservoir. Given its off channel <br />location and private land ownership surrounding the site, public opposition and <br />�,a u�. W Ulheeler nnd puvciates, Inc.
