SECTION I <br />STUDY INTRODUCTION AND OBJECTIVES <br />The Snowmass Water and Sanitation District (District) provides potable water service for <br />customers within the District boundaries, which include the Town of Snowmass Village. <br />The District diverts water for treatment from East Snowmass Creek, Brush Creek, and <br />Snowmass Creek. The District presently does not have a useable raw reserve water <br />storage facility, but purchased Ziegler Reservoir (aka Lake Deborah) in 2008 for the <br />express purpose of improving system reliability and providing reserve supply by <br />expanding the reservoir from its current 57 AF to approximately 225 AF. To regulate <br />flows and provide a supply during times of diminished stream flows, a system to divert <br />water to and pump water from the reservoir was built in 2009. The District initiated the <br />Ziegler Reservoir enlargement project (project) in 2010 and proposes to complete the <br />project in the fall of 2011. <br />The project will be 90 Percent financed through a loan from the Colorado Water <br />Conservation Board with the 10 Percent balance and any unforeseen project overages <br />paid for by the Snowmass Water and Sanitation District. Repayment will be <br />accomplished using revenues from service fees, system development fees, and interest <br />on CD's.
