Cucharas Feasibility Study| Recommended Alternative 6 <br /> <br />An elevation‐area‐capacity and topographic survey was performed by Clyde B. Young & Co. in <br />2002 with an updated capacity spreadsheet table prepared by URS for the previous feasibility <br />study in 2006. The topographic survey is sufficient for planning purposes, but additional and <br />more accurate survey information will be required for detailed analyses and design purposes. <br />RECOMMENDED ALTERNATIVE <br />A) DESCRIPTION <br />The recommended alternative to the project is as follows: <br /> <br />1. Develop a Phase 1 plan to structurally lower the existing emergency spillway, limiting <br />the reservoir storage capacity to the current fill restriction. The approved level will <br />safely pass the SEO required inflow design flood and allow the dam to operate safely <br />and meet the standard of care required by the dam safety regulations. <br />2. Develop a Phase 2 plan to design and implement a larger reservoir that will restore <br />storage to the 40,000 acre‐foot + level. Depending on timing, economics, budget, and <br />technical feasibility, the concept could range from rebuilding the existing dam to <br />constructing a new dam. <br /> <br />B) DESIGN CRITERIA <br />1. A detailed hydrologic model and draft report has been proposed and is under review <br />for the reservoir drainage basin and the required inflow design flood. This data will <br />serve primarily for Phase 2 improvements but will also be used to estimate return <br />periods and hydraulic capacity for the current dam to operate safely with spillway <br />modifications. The final approved hydrology report will serve as the basis for design of <br />Phase 2 improvements. <br />2. Presently, there are two proposed operating criteria for Phase 1 improvements that will <br />be considered by the engineer. Both criteria involve removing the ogee crest spillway <br />down to the current rock foundation. <br />a. Criteria 1 – Fill without spill – Assume the reservoir is at gage height 100. We <br />will calculate the volume of storm water that could be stored to the lip of the <br />rock foundation spillway channel. This volume will be equated to a return <br />period for a flood. We will calculate the time that it would take for the outlet <br />works to drop the reservoir level back to the fill restriction level. The reservoir <br />company has been observing the fill restriction and we are unaware of any <br />instances where it has been violated. This goes to intent and certainty that a <br />base criteria of starting at no more than gage height 100 can be assumed as <br />reasonable. <br />b. Criteria 2 – Maximum hydraulic capacity of spillway – We will calculate the <br />maximum hydraulic discharge capacity of the emergency spillway if the dam fills <br />to the top of the training wall that parallels the spillway channel. This elevation <br />was selected rather than 1‐foot below the dam crest because water starts <br />spilling over the wall and flows down the left groin of the dam. This would result <br />in approximately 10 feet of water spilling over the side which could potentially <br />cause a dam failure. The outlet works gates would be assumed fully open and
