Cucharas Feasibility Study| Recommended Alternative 7 <br /> <br />operating. We will calculate the time period that it would take for the reservoir <br />to be brought down to the restricted gage height of 100 with both the spillway <br />and outlet works operating. A return period for the peak flow will be estimated <br />using the draft GEI report as the basis. If the dam can discharge flood surcharge <br />and be brought back down to fill restricted levels in a reasonable amount of <br />time, then the spillway capacity would be judged adequate for a temporary <br />operating plan. <br />3. Based on the results of the two prior tasks, detailed designs, plans and specifications <br />would be developed for lowering the existing spillway to a level approved by the State <br />Engineer. <br />4. Phase 2 work would also be implemented which would result in the preparation <br />and submittal of engineering plans and specifications for a replacement dam. <br />Approximately $467,000 has been spent to date on some of the preliminary reports <br />associated with Phase 2 Design. <br /> <br />C) RIGHT‐OF‐WAY <br />No additional land or right‐of‐way will be required for the selected alternative. <br /> <br />D) COST ESTIMATE <br />Please refer to Appendix A for the detailed cost estimate of Phase 1 improvements. The <br />costs for Phase 2 improvements may be found in the GEI Report that is provided as <br />supplemental information. <br /> <br />E) PERMITTING <br />In the first phase, no work is envisioned in the stream channel below the dam and no work <br />which would affect water quality is anticipated. Based on this preliminary analysis, there <br />does not appear to be any federal nexus requiring permits. No county building or special <br />use permits are required. SEO approval of the designs, plans and specifications is the only <br />identified permitting process. <br /> <br />Work done in the second phase may require additional permitting, but the scope and limits <br />have yet to be determined. <br /> <br />F) IMPLEMENTATION SCHEDULE <br />Assuming timely plan submittal and SEO plan approval, first phase project construction <br />would commence in 2011. Second phase project work would begin in 2011 with the <br />development of plans for new dam construction. Environmental permitting studies would <br />also begin to determine the limits and extent of applications. Second phase construction <br />would probably begin in 2013 if no major regulatory hurdles exist. A GANNT chart schedule <br />of events for both Phases is attached in Appendix B. <br />
