The SJRIP is a cooperative effort involving federal, state and local <br /> governments, Indian tribes and water users. <br /> New depletions for the LHR project are estimated to average 1,470 AF/yr, which exceeds the <br /> SJRIP small depletion allowance and may cause jeopardy to the existence of the endangered fish <br /> and designated critical habitat. The SJRIP provides the reasonable and prudent alternative to the <br /> jeopardy finding and allows projects such as LHR to proceed after certain findings relative to the <br /> project are made. Therefore, the U.S. Fish and Wildlife Service (USF&WS) requested that <br /> LPWCD have the SJRIP flow model run to determine if LHR depletions will impact the SJRIP <br /> flow recommendations for the two endangered fish in the San Juan River. A USBR run of the <br /> model determined that LHR project would not impact any of the primary or secondary flow <br /> recommendations. This LHR model run by the USBR was reviewed by the SJRIP Hydrology <br /> Committee on May 18, 2004. <br /> 6.2.4 Summary of Conclusions of T&E Species Evaluation _ <br /> Analysis of LHR's potential impacts on T&E and candidate species is summarized in Table 2. <br /> As a result of the project's potential to have an adverse impact on San Juan River endangered <br /> fishes, Section 7 Consultation with the USF&WS is necessary. The positive results of the LHR <br /> model run will be presented to the USF&WS as part of the consultation. <br /> In order to minimize potential adverse impacts from LHR on roundtail chub and flannelmouth <br /> sucker, LPWCD is working with the CDOW to seek to establish a monitoring and flow <br /> mitigation plan that meets the requirements of the Compact, while also meeting seasonal flow <br /> requirements for these fish. <br /> 6.3 Wetlands <br /> USACE is coordinating the LHR 404 permitting process with federal agencies. Leslie <br /> McWhirter, USACE, and Sarah Fowler, U.S. Environmental Protection Agency (USEPA), <br /> observed the site.on May 7, 2003.
