community representatives from previous workshops. Bill Jerkey and Don
Ament might help us make the Greeley workshop well attended.
Grand Pre suggested that legislators be informed of the state's wetland
Threatened and Endangered Species efforts, and plans for the workshops early
on so that they may participate in any or all of them if they desire. This could
be done by a letter of invitation from either the DNR or the Wetland
Resource Group.
All field workshops will be open to local government officials, business and
agricultural leaders and state and federal legislators. The half -day forum may
be by invitation only. Discussion of both wetland and riparian areas would
occur in all workshops, but will be especially emphasized in Grand Junction
or Steamboat Springs.
III. Booklet
Kate Jones suggests that the 8 1/2" X 11" booklet should have a pocket in the
back cover into which information on issues and policy may be inserted. She
will be the editor and has a publisher in mind. The information presented
will be general and factual. The target deadline for availability of these
booklets should be May 1, 1993, in time for the workshops.
A review board is needed to approve the final layout of the booklet. We
should not make this cumbersome. This could consist of the Internal
Steering Group, and a handful of other people, perhaps Gene Reetz (EPA),
David Cooper, and Chuck Elliott (USFWS) or Reeves Brown (CCS).
The slide show and the written script will follow the booklet format.
However, it will be designed to be more flexible.
The Colorado Riparian Association will be contacted to see what their
brochure, slide show and video are like, so that we do not duplicate their
efforts.
IV. Mitigation Banking
Steve Dougherty will be away October 3 - 25. He will send Susan a draft
outline for the mitigation banking work before October 3. A progress report
will be presented to the legislative committee in January as well as a final
report before the end of the legislative session in May 1993.
We need more discussion on selecting representatives for the Resource
Mitigation Banking Team. DNR will monitor progress of the Colorado
Department of Transportation's efforts to create a mitigation bank. The DOW
also has some information.
V. Next Meeting
