Nancy pointed out that the question, "How can you live and work with
wetlands ?" gets to both the positive and the negative opinions. It is a good
question and will bring out alot of concerns. Peter would like to see private
landowner efforts emphasized in the program format. Steve added that
when the sites are identified, we will find those individuals who have good
stories to tell and the leadership in the area that will bring the draw. Reeves
said we should aim to promote awareness of values, because everyone will
have different management needs. Hand -outs should include information
about where people can go for additional technical assistance on wetlands
management issues.
With regard to the sticky topic of wetland definitions, it was agreed that we
should stay as much as possible with an ecological definition, rather than the
regulatory definition. Kelly added that the jurisdictional definition was put
in place because wetland values were not recognized by enough people. We
have to agree on wetlands as amenities with important values before we can
agree on a definition. Shouldn't we also emphaize successful partnerships
coming up with solutions to wetlands problems?
Susan concluded that by the end of February, she will know where and when
the workshops will take place. Kirk Mlenik offered to discuss the eastern
plains workshop with Senator Don Ament to get more ideas about where and
when such a workshop would be a success.
The Booklet
Kate Jones reported that she is taking a journalistic approach to collecting
information about Colorado Wetlands and getting it into an 8th -grade format.
She will emphasize win /win situations. The main content of the booklet
will be timeless. Issues and examples of peaceful co- existence with wetlands
will be dealt with by insert pages at the end of the booklet. Handouts for the
workshops should also go in the back of the booklet. Terry asked how
different wetland types will be dealt with. Kate said she will gather as much
information as she can and them put it together for the reviewers to critique.
Max Dodson urged that she not try to invent anything. Adapt what has
already been done. In the jurisdictional area, Congress may review the Clean
Water Act this year. We have to wait to see what comes of that.
Steve concluded that it will be helpful by mid - summer to get some guidance
from the legislators about what kinds of things we should bring into the final
report. He also urged everyone to think hard about who can bring expertise
to the workshops. What thoughts to they have about how to elicit opinions
from the participants? Is a questionnaire a possibility?
Max pointed out that the Water Quality Control Commission is deliberating
about setting up water quality standards for wetlands. That issue might be
important. Jon Scherschlicht is our contact on that.
Wetlands Resource Group Minutes, 2/2/93, Page 4
