Emergency Loan Application and Feasibility StudyCONSOLIDATED HOME SUPPLY DITCH & RESERV, <br />Project Background <br />During the unprecedented flood of September 2013 in the tributaries to the South Platte River, a <br />significant number of diversion structures and dams along the river corridor were damaged. The <br />Project repair /rehabilitation proposed in this Feasibility Study received significant damage as a <br />result of the flood. <br />The flood damaged the diversion dam, headgate, measuring flume, stilling well and stilling well <br />house, and access road. Two sections of the George Rist Ditch were washed out during the <br />September 2013 flood. The ditch's embankment and ditch bottom were completely washed out. <br />Additional erosion occurred adjacent to the breached areas damaging the floor and side banks of <br />the ditch. The design engineer is Deere & Ault Consultants, who <br />have served as the Company's primary engineer for the last nine years. <br />Alternative 1— Do Nothing: This alternative is considered unacceptable as the damage has <br />rendered the ditch unsafe. <br />Alternative 2 — Rebuilding Collaboratively with Improvements: The project will continue to <br />serve multiple users, the George Rist Ditch Company and the Consolidated Home Supply Ditch <br />& Reservoir Company. Improvements will include upgraded flow recording devices with remote <br />monitoring and operations. <br />Selected Alternative 3 — Reconstruct the Headworks and Breached Ditch Sections to Pre - <br />Existing Flood Conditions: Construction work will include construction to re- channelize the <br />
