<br /> - 5 - <br />amount of water without pumping, use of the full decreed amount of water if <br />future administrative rule changes disallow the inclusion of the dead pool in the <br />total storage amount, and use of the dead pool as a settling basin for silt. <br />Disadvantages to this alternative are that additional earth work will be needed to <br />move the normal storage level onto NPIC owned lands and additional flood <br />easements will be needed. <br /> <br />Regardless of where the normal storage level is set modifications need to be <br />made to the dam embankment. The survey of the reservoir bottom shows that <br />there have been several feet of silt deposited by wave action in the vicinity of the <br />outlet tube and upstream toe of the dam. This silt will need to be removed and a <br />channel excavated from the main body of the lake to the location of a new outlet <br />conduit. The dam will need to be breached to install outlet works consisting of <br />an inlet structure, outlet conduit, gate tower, outlet structure, and measuring weir. <br />In addition to the outlet structure blanket and toe drains will be installed <br />downstream of the dam crest and the downstream toe flattened to a 3H:1V slope. <br />The sparse riprap will be removed from the upstream face of the dam, the slope <br />flattened to 3H:1V, and riprap and bedding placed on the new slope. A <br />hydrology study will be conducted to determine the size of spillway required and <br />a new spillway constructed away from the toe of the dam. <br /> <br />Construction of the new spillway, flattening of the dam faces, and excavation of <br />the upstream outlet channel will require significant cut and fill operations. It is <br />anticipated that much of the material from the outlet channel will be spoil material <br />and can be placed around the perimeter of the reservoir in areas that do not <br />require structural fill. In particular, the area along the southwest shoreline could <br />be filled to cover the area where trees are removed. Structural fill from around <br />the perimeter of the reservoir could be used to construct a new parking area at <br />the right abutment of the dam. <br /> <br />Construction of a parking area at the right abutment would not only provide <br />parking but also allow the length of the dam to be shortened. Reducing the <br />length of the dam reduces the cost of riprap, bedding, and toe and blanket drain <br />material. Fill material for the parking area would be from material excavated from <br />shallow areas around the perimeter of the reservoir. The parking area will <br />require an access easement across the McChesney or McGrew properties to <br />Larimer County Road 64. Current access to the reservoir is from Larimer County <br />Road 11 on the west side of the reservoir and with the reservoir at a restricted <br />level the shallow shoreline along this west side has been the site of many <br />vehicles mired in the mud. Closing the access from Larimer County Road 11 and <br />limiting vehicle access to a single parking area accessible from Larimer County <br />Road 64 would significantly reduce the road maintenance needed around the <br />reservoir. <br /> <br />Colorado Parks and Wildlife (CPW) has leased the fishing rights to North Poudre <br />Reservoir No. 4 for many years and is responsible for the maintenance of roads,
