<br /> - 6 - <br />trash pickup, and restroom facilities. This lease is up for renewal July 31, 2025 <br />but can be terminated with proper notice at any time. NPIC is negotiating the <br />terms of this lease and also exploring the possibility of leasing the recreation <br />rights to a private entity. Construction of a parking area and limiting access to <br />Larimer County Road 64, which could be gated, would add to the value of a <br />recreation lease. <br /> <br />Alternatives <br /> <br />The NPIC Board of Directors considered several alternatives including the <br />removal of trees, filling in of low areas on adjacent land to reduce flood <br />easements, construction of a parking area to reduce the length of the dam, <br />provide area for excavated material, and facilitate controlling access to the <br />reservoir, and options regarding the height of the dam. It was determined that <br />the trees needed to be removed if full storage capacity of the reservoir were to be <br />achieved, and the cost of the construction of the parking area was largely offset <br />in cost reductions for riprap and drain construction. Choices were reduced to the <br />following three alternatives. <br /> <br />Alternative No. 1 was the no-action alternative of maintaining the current <br />storage restrictions and risk relinquishing a portion of the storage rights to the <br />reservoir. This alternative was considered unacceptable. <br /> <br />Alternative No. 2 includes removal of trees, replacement of the outlet works, <br />enlargement of the spillway, construction of a parking area to reduce the length <br />of the dam, and lowering the dam to gauge height 19 feet. This alternative <br />reduced the cost of construction by approximately $125,000 dollars but the board <br />felt that this cost reduction was not sufficient to risk loss of storage rights in the <br />future due to potential changes in water policy. <br /> <br />Alternative No. 3 includes removal of trees, replacement of the outlet works, <br />enlargement of the spillway, and construction of a parking area to reduce the <br />length of the dam but would set the dam height at gauge height 21 feet. This <br />additional two feet in height adds cost to the gate tower, dam embankment, <br />riprap, drains, and easements but provides full storage capacity above the dead <br />pool storage. This option was chosen as it makes all necessary repairs to the <br />dam to lift the current storage restriction, provides storage on top of the dead <br />pool storage, and provides access and easements for potential recreational <br />leases. <br /> <br />Figure 2 shows the proposed outlet works to replace the existing outlet. A <br />Drawing showing land ownership, easements required, and proposed grading for <br />the selected Alternative No. 3 can be found in Appendix D. The estimated cost <br />of the completed project is $1,799,923. The cost breakdown is summarized in <br />Table 1. <br />
