The difference might be explained by larger or smaller amounts actually <br />diverted for storage purposes rather than direct irrigation deliveries at the FHL headgate, <br />the Signal Ditch operating during some days in December to February for storage water <br />deliveries, greater or lesser ditch conveyance losses than the assumed 35 %, or inflows <br />into either the FHL Canal or the Signal Ditch below the headgate on Clear Creek that are <br />available for delivery into the Wadley Reservoirs. <br />This analysis demonstrates that the HOA has been able to rely on deliveries under the <br />Wadley Reservoir water rights in the past that may be in excess of what it might receive <br />in the future under a stricter pro -rata apportioning of the FHL reservoir diversions for the <br />Dunklee decree reservoirs. It is also possible that FHL Company might alter its historic <br />practice of attempting to fill the reservoirs fed by the FHL during the non - irrigation <br />season or that ditch losses might increase as more FHL shares are delivered upstream of <br />the Signal Ditch. The extra deliveries under the reservoir rights have contributed to the <br />HOA's ability to carryover water from years with more ample deliveries to years with <br />lower yields. Use of carryover storage as a means of lessening the impact of delivery <br />shortages in drier years will continue to be important for minimizing impacts on Wadley <br />Farms No. 3 homeowners. However, it can't offset the impacts of on -going delivery <br />shortages in a series of average to dry years after carryover supplies are exhausted. <br />Water Demand <br />The HOA board of directors establishes a water budget for irrigation of properties in <br />Wadley Farms No. 3 each year based on the expected water supply.
