Measured Deliveries at Wadley Farms No. 3 Headgate <br />For purposes of verifying estimates of water availability made based on historic FHL <br />diversion records, it is possible to compare the amount of water calculated to be available <br />to the HOA from its FHL shares and reservoir rights to actual deliveries measured at the <br />Wadley Farms No. 3 headgate. Measurements of the HOA diversions from the Signal <br />Ditch into the Wadley reservoirs were recorded by the HOA from 2002 witil 2011. <br />Actual water deliveries as measured at the Wadley Farms No. 3 headgate on the Signal <br />Ditch from 2003 to 2011 are shown in Table 5. (In 2002, only 17 of were diverted by the <br />HOA because the Wadley Farms No. 3 headgate sat above the bottom of the Signal Ditch <br />at that time. The HOA's diversion structure was completely rebuilt in 2003, which <br />allowed access to low flows in the Signal Ditch that were unavailable to the HOA in 2002 <br />These improvements mean that the low water availability experienced in 2002 due to the <br />headgate configuration problem will not recur. Therefore, actual diversion amounts by <br />the HOA for 2002 are not included in this analysis.) <br />The HOA has leased 0.5 to 1.0 FHL share since 2000 from the same family now offering <br />to sell 2.0 FHL shares to the HOA. In addition, the HOA leased another 0.125 FHL share <br />from 2006 until 2008. It should be noted that the HOA will not have this amount of water <br />available to it in the future because it will no longer be able to lease these additional FHL <br />shares. The 0.125 FHL share has been sold to another water user and the 1.0 share will <br />likely be sold to another buyer if the HOA does not buy the 2.0 shares of which it is a <br />part. Therefore, absent the purchase of the 2.0 FHL now being contemplated, future water <br />supplies for the HOA will decrease from the amount previously available with the leased <br />water. <br />The direct irrigation water yields, based on FHL diversion records, of the 3.75 FHL <br />shares used by the HOA from 2003 to 2005, the 3.875 FHL shares used from 2006 to <br />2009, and the 4.0 shares used from 2010 to 2011 can be subtracted from the actual <br />measurements of deliveries taken at the Wadley Farms No. 3 headgate during this period <br />to determine the amounts of Wadley Farms No. 3 water derived from sources other than <br />FHL share water carried in the Signal Ditch. These amounts can be attributed to <br />deliveries under the Wadley Reservoir water rights. The average yield at the Wadley <br />Farms No. 3 headgate from sources other than FHL share water deliveries in the nine <br />years for which the calculation is possible is 144.6 acre -feet as shown in Table 5. <br />For comparison, the amounts of water to which the Wadley Reservoir rights are entitled <br />has been calculated based on the assumption that amounts shown in the FHL headgate <br />diversion records from November through April are used for storage deliveries under the <br />Dunk-lee decree and that the Signal Ditch doesn't typically operate from December to <br />February. These amounts are also shown in Table 5. Using this methodology, the average <br />amount of water to which the HOA was calculated to be entitled under the Wadley <br />Reservoir rights based on FHL headgate diversions from 2003 to 2011 was 95.4 acre - <br />feet. <br />Wadley Farms No. 3 Water Supply CWCB Loan Feasibility Study Page 16 <br />
