Front Range Energy <br />The Town has an agreement to provide 500 acre-feet per year to theFront Range <br />Energy (FRE) ethanol plant, which uses the water for augmentation of their wells. <br />Although the Town is obligated to provide up to 500 acre-feet, FRE’s current demands <br />are approximately 260 acre-feet annually. In the future, FRE may need all 500 acre- <br />feet, so the Town needs to be prepared to provide this water per the agreement. <br />Non-Potable Water Shortage <br />The Kern Decree entered in Case No. 02CW301 provides 530 acre-feet of fully <br />consumable water from Kern Reservoir each water year, November1 to October 31. <br />As can be seen above, Windsor’s non-potable water demand for park irrigation will <br />increase approximately 450 acre-feet. In addition to this, the Town has a commitment <br />of 500 acre-feet to FRE. Current non-potable supplies are insufficient to fully meet the <br />Town’s obligations. Some of the Town’s wells are augmented under the Cache la <br />Poudre Water Users Association (Poudre Plan) and the Town has a junior water right <br />that it can utilize in some years. Both the Poudre Plan and the junior water right has <br />aided as a stop gap to meeting the Town’s non-potable water needs. <br />Kern Reservoir is a focal point for recreation activities, so the Town has a desire to keep <br />the reservoir as full as possible throughout the summer and year-round, if possible. <br />Recreation and augmentation are competing uses of the reservoir. With the large <br />demands for releases out of the reservoir for direct irrigation during the summer months <br />and for well augmentation year-round, it is difficult to maintain levels for recreation and <br />aesthetic purposes. As discussed above, the Town is relying on the unused portion of <br />the 500 acre-feet to FRE and a junior water right in Kern Reservoir to meet its non- <br />potable needs. Neither source is overly reliable, so the Town needs to develop <br />additional non-potable water storage and non-potable water supplies to provide surety <br />to its non-potable system and needs. <br />PROJECT SPONSOR <br />The Town of Windsor, with a current population of approximately 18,700 people, is <br />centrally located between Fort Collins and Greeley in northern Colorado, approximately <br />50 miles north of Denver. Windsor has experienced tremendous growth over the last <br />decade and will continue to attract new people to its wonderful community. The number <br />of new building permits in recent years continues to exceed initial projections. The <br />Town is committed to providing amenities such as park and open space areas for its <br />current and future residents and needs both storage and water to augment the well <br />usage associated with irrigatingthese areas. <br /> <br />
