IMPACTS <br />Construction of the raw water pipeline and it's laterals may have temporary direct impacts from <br />facility construction. Secondary and cumulative impacts from future development within the <br />service area are not anticipated from this project since the project does not increase flow or <br />increase demand. Secondary impacts are those induced or stimulated by, or as a result of, the <br />proposed action. Cumulative impacts can result from individually minor but collectively <br />significant actions taking place over a period of time. From the characteristics of the proposed <br />project, and descriptive elements of the environmental setting, probable impacts are temporary <br />and direct. <br />Unavoidable adverse impacts of all construction and development related projects that may not <br />be fully mitigated include: <br />• Short -term increases in noise and ambient air particulate levels in the immediate vicinity <br />of construction activities. <br />• Commitment of resources including capital, manpower, and materials. <br />All impacts will be considered temporary in nature and therefore there will not be permanent <br />impacts to the manmade and natural environment. <br />INSTITUTIONAL FEASIBILITY <br />Special institutional permits are not anticipated due to the location and characteristics of the <br />work. The raw water transmission line will not require design approval through the Colorado <br />Department of Public Health's (CDPHE) Water Quality Control Division (WQCD). A 404 <br />Nationwide permit will not be required from the U.S. Army Corps of Engineers (COE) because <br />the work will not pass through waters of the United States and dredging and filling activities will <br />not take place within water of the United States.
