Project Summary — Grand Mesa Water Conservancy District, Acting <br />By and Through Its Water Activity Enterprise <br />Contract No. C150354 <br />SECTION 1 — BORROWER INFORMATION <br />Name: Grand Mesa Water Conservancy District acting by and <br />A. Description of PROJECT: The BORROWER requested a loan, from CWCB, for the <br />Peak Reservoir and Blanche Park Reservoir Rehabilitation Project. The District is <br />in the process of rehabilitating the reservoirs to provide water for agricultural use, <br />domestic use, and augmentation purposes. The total Project cost is estimated to <br />be $640,000. The District has already contributed $352,500 towards PROJECT <br />costs and has also been awarded $75,000 in Water Supply Reserve Account <br />(WSRA) Gunnison Basin Roundtable grant funds. The District is requesting a <br />loan from the CWCB for approximately 35% of Project costs. <br />B. Description of Feasibility Study: The CWCB has reviewed the Loan Feasibility <br />Study, dated March 2013, titled "Rehabilitation of Two Reservoirs on Grand <br />Mesa ", prepared by Austin Keiser, the District president, with engineering support <br />from William Miller, P.E. of MM &D Engineering in Castle Rock, Colorado, which <br />is incorporated herein by reference. The Study was prepared in accordance with <br />the CWCB guidelines and includes an alternative analysis, engineering design <br />and cost estimates. Based upon the feasibility report, the CWCB determined the <br />PROJECT to be technically and financially feasible. <br />SECTION 3 — CWCB'S AUTHORITY <br />Construction Fund. The Grand Mesa Water Conservancy <br />District Water Activity Enterprise is a water activity <br />enterprise maintained, by the District, pursuant to Article <br />45.1, Title 37, C.R.S. and was formed and is operated <br />as an enterprise within the meaning of COLORADO <br />CONST.
