ARKANSAS GROUNDWATER USERS ASSOCIATION
P.O.Box 11446 Pueblo,CO 81001 ph:(719)-948-2150 fax:(719)948-2167
Scott Brazil,President Keith Beattie,Vice-President John Sliman,Secretary/Treasurer
Sam Fosdick,Director Dr.Charles Durbin,Director
Purpose of the Grant:
The normal operation of AGUA's augmentation plan can be described as follows; in
February of each year we calculate the projected depletions from member pumping, make
projections of yield on our dedicated water rights, then take the difference in those
numbers and enter into water leases with in an attempt to fully supply our member's
requests.
We submitted our 2013/14 augmentation plan to the State Engineer's Office on March 1,
2013. At the time snowpack levels were at approximately 71%of normal. Those
numbers had a double negative effect on our water supply. First, it affected our normal
firm supplies, second it limited the availability of water on the single year lease market.
Annual water leases usually make up 1/3 of our water supply. In 2013 they became
scarcer precisely at the time we needed them most. The replacement supplies we have
found have been between 2 and 3 times more expensive than our normal supply of water.
Below is a list of our firm sources, their normal yield, and their 2013 yield. Below that is
a list of the 2013 single year leases which have been used to offset the decreases.
The AQUA firm sources that have been affected by the drought are:
• The Excelsior Ditch—Average yield- 1412 acre-feet, 2013 yield-,202acre-feet
• Frying-pan Project water—Projected yield- 1326 acre-feet, 2013 yield- 1'064 acre-feet
Total decrease in these 3 sources— 1472 acre-feet b a
2013 Leases (as of July 16, 2013)
• Donala Water and Sanitation419.acre-feet @$100/af Total-$19,200
• Tri-View metro district=240 acre-feet @ $100/af Total-$24,000
• Two Rivers(PBWW sublease)-200 acre-feet @ $200/af Total-$40,000
• GCC Pueblo(PBWW sublease)-200 acre-feet @$209/af Total-$37,621.80
• City of Salida-200'acre-feet @$200/af Total-$40,000
• City of Salida-100'acre-feet @$250/af Total-$25,000
• Poncha Springs-50 acre-feet @$300/af Total-$15,000
1, 1V
`
The total financial burden to AQUA and our members from these leases is $200,821.
