Everything finally came together and we were able to start construction on <br />Peak Reservoir Reconstruction in August of 2011. <br />B. Blanche Park Reservoir: While Peak was under construction, Blanche Park <br />became the next focus for reconstruction. The first thing to be accomplished <br />was determination of the access. All original roads had either been removed or <br />been overgrown with new forest growth and access was difficult to determine. <br />As with Peak, Blanch Park is located within the USFS jurisdiction and any <br />access would be coordinated with them. In the summer of 2011, altemate <br />routes had been determined in the field by the District and survey firm. The <br />USFS was contacted for their concurrence. After walking the proposed route <br />with the USFS representative, the route was rejected and another route was <br />needed to be found. By the time the decision by the USFS was released, the <br />winter storms had arrived and an opportunity to find another route was put off <br />until the following year. As soon as the snow melt, a new route was walked <br />with the USFS representative, of which they tentatively agreed. The new route <br />as surveyed and the design was presented to the USFS. The new route was <br />about the same length (approximately 1,200 ft) as the original but it presented <br />less environmental concern. A new survey was preformed and design of the <br />access was began and submitted to the USFS in January 2012. While this <br />work was being completed, the soils engineer, environmental firm and civil <br />engineer were working on the design of the reconstructed embankment An <br />access permit was necessary from the USFS for the soils firm to "walk" their <br />soils testing equipment onto the site. That was secured and all testing was <br />begun. The environmental firm had also delineated the wetlands within <br />Blanche Park and along the proposed access. The design worked around the <br />wetland concerns and mitigation was determined to not be required. Because <br />of the excess of embankment material from Peak, the District and engineer <br />determined that it would not be necessary to "mine" any material from the <br />upstream side of the Dam. That decision eliminated the requirement for a 401 <br />permit. The design of the Dam reconstruction started in earnest in November <br />2011 and was submitted to the Dam Safety representative March 2012. The <br />plans were reviewed and comments received by the civil engineer in October <br />2012. Revision had been made and resubmitted January 2013 to both the <br />Dam Safety and USFS for their comments on the embankment and access <br />road, respectively. <br />All wetland delineation is approved and no environmental concerns <br />outstanding. All documents should be approved prior to the spring runoff and <br />construction started in July of 2013. <br />13 <br />
