Once the decision to continue the task of the Peak and Blanche Park Reservoir <br />reconstruction was made by the District, the District identified various agencies which <br />were contacted and consulted for permitting of the Reservoir construction. The USFS, <br />EPA, and Colorado Water Resource Department (Division of Dam Safety) needed to <br />be contacted and permits secured before starting construction. Although the original <br />intent of the District was to rehabilitate the existing embankment for both Reservoirs, it <br />became more apparent that each facility had its own special concerns and permitting <br />process. A brief explanation of each Reservoir permitting process and their time <br />frame is described as follows: <br />A. Peak Reservoir: An onsite meeting was organized by the District and held in <br />July of 2009 with representatives of the USFS, EPA, Dam Safety as well as <br />the civil and environmental consultants. At that meeting, information was <br />exchanged between the all the parties regarding the process and approximate <br />time frames. The USFS explained that there are a series of permits to be <br />granted; tree removal permit, excavation permit and access permit. The <br />EPA would require a wetland and Environmental study and the Division of Dam <br />Safety will require a demolition and construction permit of the reconstructed <br />embankment. <br />The environmental and engineering firms began their respective studies in the <br />summer of that same year. The environmental firm submitted their first draft to <br />EPA and the USFS in the late fall. A soils engineer was engaged but was not <br />able to complete their work before the winter made it impossible for testing <br />equipment to access the site. The design survey was completed and the <br />engineering began in the fall. The design for the embankment was submitted <br />to the Division off Water Resources in December 2009. The plans were <br />reviewed by Dam Safety and resubmitted in December of 2010 after the soils <br />engineer was able to perform their studies. The Plans were then finally <br />approved through Dam Safety in August of 2011. While the Dam Safety and in <br />review, the EPA had approved the wetland delineation submitted by the <br />environmental firm and the 401 permit was approved in early summer of 2010. <br />While all the technical information was being processed by Dam Safety and <br />the EPA, the District submitted for a tree removal permit as well as an access <br />permit and road use permit. All of these permits were dependent on each <br />other and required a considerable amount of coordination and time. <br />As the reviews were in process, the District put the project to bid for construct- <br />ion. The bids were opened on September 1, 2010 and a contract awarded at <br />the next General Board meeting. The contractor was not able to get onto the <br />site until late June 2011 because of weather conditions. <br />12 <br />
