B twer'rw <br />Jan V.Auliire <br />Dep•a:• Director <br />• The Colorado Division of Parks and Outdoor Recreation (Parks) is applying for a <br />Construction Fund loan of $1.70 million to provide financial assistance to the Jackson <br />Lake Reservoir and Irrigation Company (the Company) for the rehabilitation of the <br />Company's Jackson Lake Dam. This and other financial assistance (as described below) <br />from Parks will constitute the compensation to be paid by Parks to the Company for a 30- <br />year lease of the recreational rights associated with Jackson Lake Reservoir. The <br />rehabilitation work involves erosion protection on the upstream face of the dam. Please <br />see the attached Project Summary and map. Also attached is a letter from Laurie <br />Mathews of Parks. <br />Background <br />Jackson Lake Reservoir is located about 17 miles northwest of Fort Morgan in Morgan <br />County and has an estimated storage capacity of 30,000 acre -feet. The reservoir provides <br />mainly late- season irrigation water to about 17,000 acres of irrigated lands. The dam has <br />been in place since about 1902. The reservoir is owned and operated by the Jackson Lake <br />Reservoir and Irigation Company. The land underlying the reservoir is owned by Parks. <br />In November 199' ), the Company submitted a feasibility study by Smith Geotechnical of <br />Fort Collins for the Jackson Lake Dam rehabilitation project. The Company obtained an <br />authorization of $1.0 million in SB 94 -29 for the project as proposed in the Smith study. <br />The Board approved a 4.0 percent Construction Fund loan for 30 years.
