PROPOSED AGENDA FOR 11AM SEPTEMBER 22, 2010 TELECONFERENCE ON ANIMAS -LA PLATA <br />PROJECT (Call in number: 877 - 951 -2592, passcode = 4049100) <br />Item 1: Discuss Results of September 8 Meeting with the tribes. <br />Item 2: Discuss some "Alternatives for Leasing if State Water Reverts to Tribes." The objective is <br />the give Brown and Caldwell a starrting point to prepare Report Section 5.1. Possible alternatives <br />include: <br />1. Hold State water in separte account for M &I use in Colorado. <br />a. Lease to M &I providers, or <br />b. Sell to M &1 providers. <br />2. Hold water in separate account and agree to lease water to State and water users in the <br />event of a Compact call when needed. This would be done because of the current <br />financial crisis. This alternative will cost the state a lot of money in the infrequent years <br />when it is needed for Compact compliance purposes. <br />3. Enlarge permanent pool in Lake Nighthorse; Tribes would then dedicate all of a portion <br />of the State's 10,460 acrefeet to maintain a larger permanent pool in Lake Nighthorse. <br />Item 3: Discuss initial comments and suggestions after reviewing the following sections: <br />• 2.0 Project Water Supply and Updated Costs <br />• 2.1 Availability of Water From Lake Nighthorse <br />• 2.2 Updated Capital Costs <br />+ 2.3 Updated OM &R Costs <br />• 2.4 Reapayment Alternatives (has just been sent out on 9.22.10) <br />• 3.1 Refined M &I Water Demand Estimates <br />• 3.2 .2 Potential to Serve Other Municipal Demands Through <br />Exchange <br />• 3.3.3 Use of State's A -LP Water To Eliminate Priority Call on Junior Reservoirs <br />• 3.2.4 Use of States A -LP Water for CO River compace Compliance <br />• 3.2.5 Demand of State's A -LP Water Due to Climate Change <br />• 4.0 Legal Issues <br />Item 4: Schedule: <br />1. All report sections will be completed in draft and distributed ASAP for comment to Tim, <br />Barry, Steve, Ted, et al. Revisions will be made by October 8. <br />2, Deliver a draft report by October 15 <br />3. Allow two weeks of review until October 29. <br />4. Mail board draft copy by Nov 5. <br />5.
