have formulated the top part of the spreadsheet to reflect the costs for the components inside the
plant as envisioned in the FSEIS. The current estimate, at the January 2003 price level; for those
•components is $305,174. The bottom part of the spreadsheet exhibits currently estimated costs
for components outside of the plant in the amount of $587,990. Thee total specific costs for the
City of Durango to utilize the Durango Pumping Plant, both inside and outside the plant, are
currently estimated at 5893,164.

The solicitation for the civil, mechanical, and electrical components of the Durango Pumping
Plant has been completed and is being used in proposal preparation by Weeminuche
Construction Authority. Award of this contract is scheduled for this summer.
The Durango Pumping Plant development is moving forward rapidly and plans to allow the City
of Durango to utilize the pumping plant are included. Expenditures, allocable'as specific costs to
the Authority, are being incurred to meet these needs. Since the expenditure sate will increase
dramatically with the impending construction contract award, it is extremely important for us to
receive confirmation that we should continue to include provisions for the City of Durango in
our efforts. This information could also result in adjustments to the upcoming cost sbaring
billing statement to the Audxuity.
