I have just a few comments <br />presented below: <br />• One of the key questions that needs to be addressed was; absent of local entities to help to pay for the <br />state's water, should the state purchase its allocation in full or in part or allow the water to revert to <br />USBR for redistribution to the Tribes. If the state allows it allocation to revert to the Tribes, would the <br />Tribes sell all or a portion of that water back to the state for resale to Colorado users under a separate <br />agreement. Given our budget limitations, I think the buy back agreement with the tribe can be <br />addressed in Phase II of this project. If it's possible, given our limited project budget, I would like to <br />address financing all or portion of the state's allocation from USBR and through the CWCB Loan <br />Program; what terms are available, interest rates, and potential payments. If the previous sentence is <br />referring to the arm of the decision tree in which the State buys all of part of its allocation and then <br />resells, I think that our tasks listed in the Financing Options Analysis and Marketing Analysis Tasks on <br />page 3 of our proposal speak to your questions. Maybe I am just misreading your comments. Any <br />additional information that could be collected during the completion of the this report that could be <br />used to assist in answering the buy back /agreement question with the tribe, would be beneficial. Your <br />last bullet item under Demand Survey does begin to address the larger question presented above. <br />9/23/2009 <br />
