Animas -La Plata Project <br />Feb 13, 2013 Draft Transfer Inspection Report <br />I. Animas -La Plata Project Transfer Summary <br />This Transfer Inspection Report was prepared to meet the requirements of Reclamation Directives <br />FAC- 01 -05; and the December 30, 2009 Animas -La Plata Project, Colorado River Storage Project, <br />Operation, Maintenance, and Replacement Contract 10 -WC -40 -370 (OM &R Contract) between <br />Reclamation and the Animas -La Plata Operation, Maintenance, and Replacement Association <br />(Association). <br />Approval of this Transfer Inspection Report by the Four Corners Construction Office (FCCO), the Upper <br />Colorado Regional Director, and the Western Colorado Area Office (WCAO) will conclude the transfer <br />process from Reclamation construction status to Reclamation operation and maintenance status. The <br />Transferred Works include the constructed Colorado features of the Animas -La Plata Project, as defined <br />in the OM &R Contract under Section 4, including: <br />"Ridges Basin Dam and Lake Nighthorse and their appurtenant facilities, including the <br />downstream channel improvements on Basin Creek; Durango Pumping Plant, and its <br />appurtenant facilities; Ridges Basin Inlet Conduit, and its appurtenant facilities; and the <br />Operation and Maintenance Facilities which are necessary to support the operation and <br />maintenance of the Project." <br />"In addition, the United States shall also transfer to the Association certain movable property <br />and equipment determined by the Contacting Officer, after consultation with the Association, <br />to be required for the OM &R of the Transferred Works ". <br />The transfer of OM &R responsibility from Reclamation to the Association shall be complete upon <br />approval by the Association of this Transfer Inspection Report, as indicated by the approval signature in <br />Section VII of this report. <br />There has been extensive cooperation between FCCO, the Association, WCAO, and the Reclamation's <br />Technical Service Center (TSC) in the identification and correction of construction and design issues <br />related to the above features. An itemized list of Project features corrected and requiring additional <br />corrective actions has been compiled by FCCO in consultation with the Association and the WCAO.' <br />Over the last two years all parties have inspected the transferrable Project features; and worked on <br />resolving the mechanical, civil, and electrical issues to ensure that the Project will operate as designed <br />and specified. Section VI of this report is a detailed list of the Project facilities to be transferred, with <br />notes on issues and corrective actions that require a further commitment by Reclamation. <br />' The Association has been continuously provided with updates of this working document.
