J-4 <br />OM &R Regular Meeting Minutes <br />June 7, 2010 @ 1030 AM <br />Buckskin Charlie Conference Room- Leonard C. Burch Building <br />Ignacio, CO <br />10:30 AM — The meeting was called to order by Chairman Randy Kirkpatrick, San Juan Water <br />Commission ( "SJWC ") Russ Howard called the role and a quorum was established. <br />Association Members present were: Randy Kirkpatrick, Lena Atencio, Mike Brod, John Leaper <br />and Charles Blassingame, with member Dan Israel being absent. <br />Other participants were: Celene Sheppard, Bidtah Becker, Barry Spear, Joe Hall, Steve Dunn, <br />Liz Taylor, Dan Law, Scott McElory, Russ Howard and Tom Miller. Visitors arrived at 1:00 PM <br />and included: Matt Pope, Jeff Robbins, and Richard Roshowivas from the Youth Baseball <br />League. Gene Bradley and Ted Vickers from the ALPWCD were present as well as Barry <br />Longwell, Kathleen Ozga, and Jim Rottman from the Bureau of Reclamation. Cheryl Rogers and <br />Paul Kosnik from the La Plata County Attorney's office were also present. <br />Minutes of the May 3, 2010 meeting were reviewed and one correction concerning the vice <br />chairman was inserted. The minutes were approved as amended. <br />Joe Hall requested the WAPA power contract discussion be moved to later in the meeting so that <br />Pat Page could be present. The chairman agreed. <br />OLD BUSINESS: <br />1. Legal Counsel for the Association: <br />The chairmen called for a report from the subcommittee on hiring legal counsel for the <br />Association. Discussion followed with the following points being made and agreed upon: <br />1. Generate an RFP for legal counsel for the Association <br />2. Check into using § 638 to pay for advertising — Lena <br />3. Check cost/availability of circulating RFP through ABA Water Law Committee — <br />Liz N. Taylor. <br />4. RFP to be posted on SJWC website. <br />Randy appointed a selection committee consisting of Lena, Mike B., and Randy to review <br />and make recommendations to the entire committee <br />2. Report of the Subcommittee On Administrative Water Rights Issues <br />Randy directed the sub committee to review the Memo dated May 21, 2010, and remove any <br />information which may not be appropriate to give to Barry Spear at this time. <br />John Leaper made a motion to form a committee immediately to discuss that portion of <br />the memo which pertains to the State of CO. Charlie Blassingame seconded the motion. <br />
