> The report goes on to say "statistically significantly reduced at 50 psi (El. 6828) ". This elevation is 54 feet down
from full reservoir and reflects 66,861.84 a/f of water used by the Association. As the project matures this may
become a more common Association water usage volume.
> In extreme dry conditions or a drought, the Association could drop the reservoir down to elevation 6801 (bottom
of active conservation pool), or even lower. This would reflect the Association used 90,426.18 a /f. This assumes
the reservoir started full at the beginning of the season which would probably not be the case during consecutive
years of drought. We have to assume we will operate in this area for a number of years throughout the life of the
project.
> My concern is the sleeve valve can only demonstrate total elimination of fish survivability for the first 27 feet of
the Reservoir (33% of available storage). We will be operating the project by using 81 feet of the reservoir. If FWS
imposes operational constraints on 67% of the usable storage where the sleeve valve did not demonstrate 100%
fish mortality there will be impacts to the Association depending on the solution chosen.
> Currently, using the nets, we have to shut down twice per day for cleaning. This disrupts flows to downstream
customers and is labor intensive. Not a permanent solution.
> Building a fish barrier would be expensive and probably require a monthly energy bill. The best option is to have
FWS agree the sleeve valve is the best we can do and not impose operational constraints. Not sure if they will
accept that idea.
> What are your thoughts - Am I reading the report wrong?
> Thanks
> Russell Howard, General Manager CPMM, CMRP
> Animas La -Plata Operation, Maintenance & Replacement Association
> 125 Smelter Place, Durango CO 81303
> Office: 970.385.7140
> Cell: 970.759.1362
> Fax: 970.385.7158
> This message may contain confidential and /or legally privileged information and is intended only for the
individual(s) named.
> If you are not an intended recipient you are not authorized to disseminate, distribute or copy this e-mail.
