However, the drought of 2002 and the shadow effect it left in 2003 have changed the <br />estimated maximum demand. During the summer of 2002 the District instituted outside watering <br />restrictions in response to the drought; disallowing all outside watering except for watering of <br />livestock and protection of human health and welfare. The real impact of the drought of 2002 was <br />not experienced until 2003. On March 31, 2003 Brush Hollow Reservoir, the major storage <br />component for the BPW system, was approximately 40 percent of full. Per the terms of the water <br />service agreement between BPW and the District, the District only received approximately 70 <br />percent of its annual allocation. In order to have sufficient supply for inside use, the District <br />instituted a restriction on all outside watering.
