ALPOM &R Association <br />December 3, 2012 Board Meeting Minutes <br />(12/18/2012— Draft v3) <br />10. BOR Update <br />Barry Longwell reviewed the status of the equipment transfer list and stated progress is being made on that list. <br />BOR is moving forward on a design to test for the crest gate modification which incorporates air for the bladders <br />and provides for independent control of each gate. The plan is to get the modification set -up for testing. Aspect <br />of the modification inside the intake channel will be a permanent installation but the air piping components <br />outside the intake channel will be temporarily plumbed -in until the design can be tested and approved. The <br />modification will be set -up for testing and made ready for operation by March 2013. Barry explained the BOR <br />would like to transfer purchase orders which were issued by Reclamation over the years to provide utilities and <br />other services (such as T -1 lines, DPP analog phone lines, water, sewer, trash, fiber optic, pest control, propane <br />service up to the dam, LPEA electrical services at the dam, gas services at the DPP), to the facility into the <br />Association's name. Fencing was reviewed; the fencing that has been authorized will be completed in December, <br />the portion from the baseball field north on the west side of the property line has not been authorized and is <br />subject to discussion about the permanent easement location. The security system installation and maintenance <br />agreement has been completed. Barry recommends the Association consider how we will maintain that security <br />system in the future. The 8064 Dam completion contract has been completed; all contracts for the construction <br />of the dam have been closed -out. The RBIC contracts have been closed out. The only open contracts are the DPP <br />Stage II construction contract and the CR 211 contract which is a catch -all for all the small modifications on the <br />boat ramp and the basin downstream of the dam. A report on the flow tests down Basin Creek is due from the <br />Technical Service Center hydraulic group in January. Regarding the Navajo Nation Pipeline; the BOR is meeting <br />with the Navajo Nation and the City of Farmington and they are in the process of transferring the pipeline from <br />construction to O & M status. Tank construction and putting the pipeline in service is estimated to take place in <br />spring. <br />Charles Blassingame made a motion at 2:20 PM to enter into executive session. Lena Atencio seconded the <br />motion. Voting yea were: Celene Hawkins, Randy Kirkpatrick, Lena Atencio, Mike Brod, Jason John, Charles <br />Blassingame and Tim Feehan. The motion passed. <br />Charles Blassingame made a motion at 3:30 PM to end the executive session. Lena Atencio seconded the <br />motion. Voting yea were: Celene Hawkins, Randy Kirkpatrick, Lena Atencio, Mike Brod, Jason John, Charles <br />Blassingame and Tim Feehan.
