ALPOM &R Association <br />December 3, 2012 Board Meeting Minutes <br />(12118/2012— Draft v3) <br />7. Recreation Master Plan Comments <br />The Bureau requested comments from each individual member entity and /or the Association on the Recreation <br />Master Plan by December 14th or 151h and further stated that additional comments would also be accepted at <br />later date. <br />Association staff will incorporate comments previously received from the UMU Tribe along with comments <br />received from other individual members. These combined comments will be reviewed and discussed in the next <br />Association Board Meeting. <br />S. Sleeve Valve Comments <br />The only comments on the sleeve valve issue received to date were from the San Juan Water Commission and <br />those comments were sent directly to the Bureau of Reclamation. Russ has also submitted comments from the <br />Association's perspective to the BOR. Per Ed Warner, comments from others are still welcomed even though the <br />requested submittal date is past. BOR would like to collect all comments, review the report and sit down <br />together to discuss. The next step would be to submit the report to the Recovery Program /Fish and Wildlife <br />Service to see what their reception is of the report. The next San Juan Recovery meeting is slated for February, <br />2013. <br />Scott McElroy explained that the SUIT has concerns about the habitat in the Animas River itself and need more <br />internal discussions to determine if the results are adequate. Further, the SUIT would like discussions to get <br />started soon and a resolution of this issue is very important to the Tribe and relates directly to the Transfer of the <br />project. <br />Ed Warner requested comments on the Sleeve Valve issue and reiterated that although this is a dynamic process, <br />comments received sooner rather than later, would be better. <br />9. Staff Report <br />The schedule for 2013 Board Meetings was discussed and established. Carly DeLong reported that Commercial <br />Property, Inland Marine and General Liability insurance policies are in place with Glatfelter Public Practice <br />through Charles Hix of Insurance Associates located in Boulder, Colorado. <br />Russ Howard reported the Comprehensive Security Review is scheduled for the Ridges Basin Dam and Durango <br />Pumping Plant on April 25th. This will be the first CSR since construction and occurs every 6 years. Ed Warner <br />explained that the CSR entails a Risk Assessment and a Threat Assessment and a Security Plan is a result of this <br />process. Depending on the CSR recommendations, the BOR covers costs, particularly on high cost items. Russ <br />also reported fiscal year 2011 -2012 tax preparation has commenced; due to our fiscal year being from 10/1 to <br />9/30 taxes must be filed by February 15th, 2013. In addition, Association and BOR staff have been working <br />together to put the pumps back into working order, some plumbing work remains but we are moving forward to <br />be prepared for pumping in March if run -off allows. Parts for the motor operated butterfly valve modification, <br />which is necessary because valves won't open due to the differential across those valves, are due to arrive in <br />December /January with the modification work scheduled to start in February. Staff is working on a new 3 year, <br />2013 — 2016, budget in preparation of the Transfer and which will be reviewed in detail in the January Board <br />Meeting. Russ reported the MOU document was distributed on Monday November 19" and confirmed the next <br />ALP /SWCD joint meeting with SWCD will take place on Tuesday, December 181h in the Buckskin Charlie Room in <br />Ignacio. Russ presented slides which reviewed the Basin Creek culvert modification needed after the Airpark Fire <br />incident and the Basin Creek flow measurement device. Reclamation agreed to pay for the design of the flow <br />measurement structure and is considering La Posta Road as a possible location. Russ pointed out potential <br />maintenance issues with this location. Russ also reviewed the Ridges Basin Dam tunnel ventilation ductwork <br />which has leaks causing some corrosion on conduit and which BOR is working towards mitigating. An updated <br />drawing of the 120' long x 30' deep Equipment Storage Building was presented showing 5 bays with 14'w x 16'h <br />doors and a heated, ventilated, radon controlled dry storage area for tools and equipment. Barry Longwell <br />confirmed a proposal for the Equipment Storage Building has been received from Weeminuche Construction <br />Authority under the 638 Construction Agreement and expects to have a Modification issued by mid - December at <br />an estimated cost of $550,000. LPEA, not WAPA, power will supply electricity to the Equipment Storage Building. <br />Page 3 <br />
