SUBJECT: Agricultural Emergency Drought (AED) Grant Request (No. FY13 -1)
The Agricultural Emergency Drought (AED) Grant Program provides up to $1 million annually
for emergency drought- related water augmentation purposes to Colorado's agricultural water
users. The program is open to agricultural organizations located in areas where a disaster
emergency has been proclaimed due to drought. Grant funds are used to offset the added costs of
leasing water during drought years.
All requests are reviewed by the AED grant committee. The committee is comprised of the
Director of the CWCB, the State Engineer, the Commissioner of Agriculture and the Executive
Director of the Department of Natural Resources.
As members of the committee, I am sending you the first AED grant request of the year. I'm
attaching a copy-of the request (less the financial statements that were included) for your review.
Request No. 13 -1 is from the Lower Arkansas Valley Water Conservancy District for
$78,683.60. The dollar amount was supported by the increased spot price of water due to drought
conditions and the amount of water the District had to purchase to operate its Rule 10 Compact
Compliance Plan. Included in the cost was additional engineering, legal, and admin time
(totaling 5% of the increased cost).
Upon my review, the request appears to comply with the grant program guidelines. I would
recommend approval of $78,683.60 to Lower Arkansas WCD.
Per the guidelines, applications are accepted any time during the year and the approval process
will be completed within 60 days following the application date.
