South Platte Ditch Company — Johnson & Edwards Ditch Company Shareholders
Radio Telemetry Canal Modernization Demonstration Project
SCOPE OF WORK
The objective of this project is to demonstrate the value of electronic control equipment
with integral radio communications capability in managing the conjunctive operation of a
surface diversion system, groundwater pumping, groundwater recharge, pumped
augmentation flows and reservoir storage releases. Targeted capabilities will be
improved efficiency in water management, and development of data streams that can
facilitate leasing and trades of water supplies both within the participating ditch
companies as well as with other water users in the South Platte Basin. Project tasks
have been arranged for completion in three phases. The phases generally follow a
progression from more basic functions, such as flow monitoring, on toward higher -level
applications that include local automation and remote adjustment capabilities. The
participating ditch companies (companies) include the South Platte Ditch Company
(SPDC) and certain participating shareholders of the Johnson and Edwards Ditch
Company (J &E SH).
Phase I will include establishing field sites at selected locations for monitoring flow, and
setting up base stations to receive telemetered data. Planned installations include a site
unit for each company plus one at a site to be designated by the Division of Water
Resources in Sterling, CO. The selected field sites will include operating recharge sites,
the points of measurement for surface diversions, plus the end -of- system outflow points
of each company. For wells voluntarily enrolled for participation in the demonstration
program by company shareholders, telemetry will be linked to existing well meters on
J &E SH alternate point of diversion wells. A new flume will be constructed as part of the
SPDC recharge system. A data management system will be developed to process
information generated by the flow monitoring technology and distribute this information
to shareholders and others in an appropriate manner. A field day will be held to enable
interested parties to view the various aspects of the project.
Phase 11 will be primarily focused on upgrades of measurement and control structures at
interior sites along the SPDC delivery system. Flow monitoring equipment will be
installed at the head of the SPDC's "company" lateral and at a flume in the lower reach
of this lateral. Telemetry of canal stage as flow leaves the SPDC river diversion
structure will be part of Phase II. Gate automation will be installed at the SPDC upper
spill structure, near the diversion measurement weir. Telemetry equipment will be
installed on any J &E SH wells that are voluntarily enrolled in the demonstration project
subsequent to Phase I activities. The data management system developed in Phase I
will be modified as opportunities for improvement are identified. A field day will be held
to enable interested parties to be updated on progress of the project.
Phase III will focus on additional improvements to the SPDC system monitoring and
control capabilities. A measurement system will be installed in the main canal just
downstream from the company lateral off -take. The control /telemetry unit installed in
Phase If to monitor flow entering the lateral will be equipped to also monitor flow
proceeding down the main canal. Additionally, this controlttelemetry unit will be
configured to automate the gate controlling flow into the lateral in order to maintain target
discharge down the lateral. Further refinements to the data management system will be
performed as opportunities for improvement -are identified. A field day will be held to
Appendix B to Grant Contract No. C150227
