Colorado -Big Thompson Project Operation <br />Dear Eric: <br />Ca <br />OCT b '100 <br />;2144 0, CaN P1 YHIP?" <br />FILE# <br />Over past couple of years we have exchanged correspondence and had discussions regarding <br />the River District's concerns about certain aspects of C -BT Project operations. The River District <br />has completed an investigation of some of our technical concerns. After considerable discussion <br />with and direction from our Board over the last year, it is timely now to present our concerns and <br />the related technical support for focused consideration by both NCWCD and affected federal and <br />state agencies. <br />Attached for your information are: 1) a copy of a letter from the River District to the Bureau <br />of Reclamation dated October 6, 2000, addressing Colorado -Big Thompson Project operational <br />issues, including an attached hydrology report; and 2) a copy of a letter from the Raver District to <br />State Engineer Hal Simpson, dated October 6, 2000, addressing broader transmountain diversion <br />accounting issues, but with emphasis on the C -BT Project. <br />Please recognize that the River District requests that we maintain an open dialogue and have <br />further discussions with you on the issues that we've raised. In that light, River District Board <br />President Paul Ohri and I extend an invitation to meet with you and your board representatives. We <br />would be willing to meet atone of your regular workshops or at a specially arranged meeting.
