Proposal Format <br />The proposal shall be in the format provided in Exhibit A. The Consultant shall provide <br />six bound and three unbound copies of the proposal in accordance with the distribution <br />list in item 2. below. The unbound copies of the proposal should be in a format that can <br />be photocopied easily. Cost proposals shall be provided in SEPARATE SEALED <br />ENVELOPES, as per Item 12 of Exhibit A. While longer proposals will be accepted, the <br />Consultant is requested to limit, if possible, the length to no more than 30 pages <br />excluding resumes and cost information. <br />Selection Process <br />The process for selecting a Consultant and awarding a contract will be as follows: <br />Prospective consultants are invited to attend an informational meeting on <br />February 15, 2001 in Denver, Colorado at loam MST at Denver Water, 1600 <br />West 12th Avenue <br />2. Prospective consultants are to send 2 bound and 1 unbound copies of their <br />work proposals and 1 copy of their cost proposal in a SEPARATE SEALED <br />ENVELOPE to EACH of the following state representatives to be postmarked <br />no later than February 26, 2001 or received no later than 5:00pm, CST, <br />February 27, 2001: <br />(a) Jim Cook, Nebraska Department of Natural Resources, 301 Centennial <br />Mall South, P.O. Box 94676, Lincoln, NE 68509 -4676 <br />(b) Rick Brown, Colorado Water Conservation Board, 1313 Sherman, Room <br />721, Denver, CO 80203. <br />(c) Becky Mathisen, Wyoming State Engineer's Office, 122 W. 25th Street, <br />Cheyenne, WY 82002 <br />3. Proposals, without costs, will be evaluated by representatives of the three <br />States, and other representatives of the Cooperative Agreement. <br />4. If there is a clear consensus on a contractor after the completion of step 3, the <br />representatives reserve the right to make a selection without conducting <br />interviews. If that proves not to be the case, representatives of the three <br />States, with advice from other reviewers, will select consultants to be <br />interviewed. If needed, the interview will take place on March 13, 2001 in P4 <br />Denver, CO at a time and place to be specified later. Costs will not be <br />considered in selecting consultants to be invited to the interview. <br />Cost proposals submitted by the consultants selected for interviews will be <br />opened by the representatives of the three States prior to the interviews. The <br />cost proposals from firms not selected for interview will be discarded, <br />unopened. The interviews will be conducted for the purposes of improving <br />understanding of the proposals, asking questions of the consultants, discussing <br />-2- <br />
