I have asked the USFWS to provide the Technical Committee with guidance on the Service's
minimum data requirements for their evaluation of the Program at the end of the First
Increment. The Service extracted minimum data needs from the R3 -1 tables and developed
charts that illustrate their view of the relationship to the target species and their habitats. The
following is a brief description of the attached charts and tables:

Program Implementation, Program Compliance and Program Effectiveness
Monitoring
• This Chart illustrates how the Service will use milestones for ESA
compliance, through monitoring specific land and water actions of the
Program, and how Program effectiveness is evaluated through monitoring the
species and their habitats and using this information in an evaluation at the
end of the 1 st Increment.
