June 30, 1997 <br />' <br />E. Environmental Account. This agreement includes a program to administer an <br />Environmental Account for Storage Reservoirs on the Platte River System in Nebraska <br />' <br />( "Environmental Account Program "). The Environmental Account Program is also <br />part of the Proposed Alternative. The Environmental Account is an annual account of <br />water in Lake McConaughy (or other storage facilities which may eventually be <br />' <br />approved for such purposes under the Program) available for release for environmental <br />purposes during the October 1 to September 30 water year. The Environmental <br />Account Program is a comprehensive water management plan which dedicates water to <br />' <br />wildlife purposes, specifies operating rules for the Projects and the Environmental <br />Account, and specifies plan administration requirements. <br />F. Adaptive Management. The Adaptive Management approach is an incremental <br />planning approach requiring monitoring, evaluation, and peer review of early phases of <br />the Program in order to more effectively plan subsequent actions and to adjust existing <br />Program components. <br />' G. Dollar Commitments. All dollar commitments in this document are in 1997 <br />dollars unless otherwise noted. <br />' IV. AGREEMENT IN PRINCIPLE <br />A. Habitat Lands <br />' 1. General. DOI will participate with and support the Districts and other <br />�— P P <br />land owners in obtaining water rights for Habitat Lands and any other permits <br />' necessary to implement improvements on those lands. The parties agree that no <br />additional mitigation should be required from NPPD and Central for possible <br />impacts resulting from implementing agreed -upon mitigation measures. The <br />Districts will support any other entity owning Program Habitat Lands (whether <br />representing the Districts" contribution or the contributions of others to the <br />' Program) in obtaining water rights for those lands as necessary to implement <br />habitat improvements. The Districts will deliver water consistent with such <br />water rights once granted. <br />t2. Keystone to North Platt e <br />' a. The parties agree that the activities described in this section <br />adequately respond to recommendations on the record of the FERC <br />proceeding that the Districts should restore, protect and manage wet <br />' meadow and sandhill crane roosting habitat in this reach of the river, and <br />take steps to manage the hydrology of subirrigated wet meadows through <br />-3- <br />
