C
June 30, 1997
goal. Credit will be given for that net controllable conserved water
against Central's responsibility for Nebraska's contributions to a
Program, or other Program participants can acquire that water to be put
in the Environmental Account to meet Program obligations. In either
case, the price for the net controllable conserved water shall be equal to
the average cost in 1997 dollars accrued by Central and /or its irrigation
customers as appropriate in achieving the National Wildlife Federation
diversion reduction goal. Pending development of estimates of net
controllable conservation, at the beginning of each water year during the
term of the Cooperative Agreement, Central will make 2000 acre -feet of
water available in the Environmental Account to be roughly
representative of net controllable conservation obtained using BuRec
funds.
b. The Districts will contribute funds toward Nebraska's share of a
Program conservation/water supply component proportionate with the
Districts' equitable share in Nebraska, or, during the term of the
Cooperative Agreement, as may be requested by the State of Nebraska
for the conservation study. The Districts will also participate in and
cooperate with any conservation/water supply studies sponsored by the
Program or through the Cooperative Agreement, and with Program
efforts to develop any conservation action plan or plans. The Districts
will also (1) provide information on conservation and Program
conservation activities to their irrigators; (2) coordinate Program
conservation activities involving District facilities or lands served by the
Districts, including any activities identified in the Milestones for the
Cooperative Agreement or any later Program Milestones; (3) administer,
but not separately fund, any demonstration programs involving District
facilities or lands served by the Districts during the term of the
Cooperative Agreement, including any such demonstration programs
identified in the Milestones for the Cooperative Agreement or later
Program Milestones; and (4) cooperate with, but not separately fund,
any conservation programs and projects deemed appropriate by the
Governance Committee for implementation on Project lands or facilities,
- 13 -
diversion reduction goal. Under the Program, Central will make
available in the Environmental Account whatever is determined to be the
'
net controllable conservation attributable to the partial funding of
conservation projects by DOI's Bureau of Reclamation ( "BuRec ").
Central will also offer to the Program the remainder of the estimated net
controllable conservation achieved from the conservation projects
counted toward the National Wildlife Federation diversion reduction
goal.
