Strengthen the notification requirements to include specific <br />notices to customers found to have high lead levels,whether <br />the system is in compliance, or not. Also change the health <br />information to include wording such as: "lead causes irre- <br />versible slowing of mental development, is highly toxic, and <br />a probably human carcinogen.' <br />4. Reexamine the flushing requirements to consider the need <br />for longer times. Systems making treatment changes need to notify the state <br />at least 60 days before changes are made. The state must <br />review any changes for impacts to the corrosion control plan <br />for the system. Increased monitoring for by- products would <br />be needed after the change to verify no adverse impacts. <br />6. Presently, where the system does not own the entire lead <br />service line, it is only required to replace the portion under <br />its control. EPA is to revisit this procedure and find ways to <br />provide incentives for full lead service line replacement. <br />7.
