r <br />However, there are pockets of irrigators who are concerned that the Program will have a <br />negative impact on agriculture in the Platte River basin. Some, particularly around the <br />Pathfinder Dam, believe that the Program will result in more litigation. <br />In addition, there are lingering questions about how the Program's success will be <br />defined, what will occur after the First Phase of the Program expires, whether outside <br />groups will litigate and how future water projects can be built under this Program.
